Double Decker! Doug & Kirill
The city state of Lisvalletta. Two suns rise above this city, and the people here live peaceful lives, but in the shadows crime and illegal drugs run rampant. Among them is the dangerous, highly lethal drug "Anthem" which casts a dark shadow over the city. The SEVEN-O Special Crime Investigation Unit specializes in cracking down on Anthem. This unit operates in two man "buddy" teams in what's called the "Double Decker System" to tackle the problem. Doug Billingham is a seasoned investigator, and joining him is Kirill Vrubel, whose abilities are mysterious and unknown.
La cité de Lisvalletta. Deux soleils se lèvent au-dessus de cette ville, et les habitants vivent des vies paisibles, mais dans l’ombre, des crimes et des drogues illicites sévissent. Parmi eux se trouve le dangereux médicament hautement meurtrier "Anthem" qui jette une ombre noire sur la ville. L'unité d'enquête sur la criminalité de SEVEN-O est spécialisée dans la répression de l'hymne. Cette unité opère en deux équipes "amis" dans ce qu'on appelle le "système à deux étages" pour résoudre le problème. Doug Billingham est un enquêteur chevronné et se joint à lui, Kirill Vrubel, dont les compétences sont mystérieuses et inconnues.

kinda of a Tiger & Bunny feel. the dramatic narrative interjections seem Jojo-esque. not bad.

Definite a Tiger and Bunny vibe in characters and music. Quirky censorship for even flipping the bird. This is no Barney Miller but it has it's similarities. Comedy, drama... this one has it all.
